I'd say it had been raining and was a grey and murky winters evening in the "before" photo. The "after" photo seems to have been taken in twilight at the end of a clear summers day.
Camera's of course, are designed to work in white light rather than in orange light so even allowing for the weather, its not surprising that the definition of details like the window frames are better in the "after photo".
Can we even be sure that the two photo's were taken on the same camera...? We instinctively assume that they were, but that might be a false assumption...
So I reckon this is some clever camera work to try to sell the idea that the new street lights are considerably better, very interesting to analyse & compare, but. in the real world the difference is not as great as these photo's might lead us all to believe...

Report"Before" is better if you sleep at night - "After" is better if you're out and about at night!
