Hedge End is officially twinned with Comines-Warneton Belgium.  The official twinning charter was signed by representatives from the town councils of both Hedge End and Comines-Warneton at the Hedge End Carnival in 1994, and is on display in the first floor foyer of the 2000 Centre, outside the offices of Hedge End Town Council.  Another charter of twinning was signed the previous year between the Hedge End Carnival Committee and the Carnival Committee of Comines France, and is on display in the Committee Room of the Village Hall, where there is also a wall-sized poster showing the town hall and belfry of Comines France.

In the early years there were several reciprocal visits across the Channel, but by the end of the 1990s, these were reduced to two groups: the Carnival Committee and the Town Council.  After the demise of the Comines France Carnival Committee, interested members there formed a new association "Les amis d'Hedge End" to continue the twinning tradtion.  They continued to invite members of the Carnival Committee and other interested people to Comines France in the Spring, and would return the visit to the Hedge ENd Carnival the first week-end in July.  Comines Belgium, in September of even-numbered years, hosts a "Ville ouverte" ("Open Town") week-end.  A few members of the Hedge End Town Council, as well as other interested people from Hedge End, make the weekend visit across the Channel.

The Hedge End Twinning Association was a formal body whose aim was to foster twinning links, especially among youth organisations.  Members found it hard work and no new twinning links were established, despite diligent publicity in the Hedge End Gazette and personal appeals with letters and emails written directly to potential twinning groups such as footballers, primary schools, and social groups.  Finally, in January of 2010, the Twinning Association called it a day and formally dissolved.  The individual friendships made over the years continue, as does the formal twinning link between the councils, but no group is charged with actually promoting the spirit of twinning.
